He grew up a military dependent of CMSgt Harold W. and Thais V. Baldwin. He graduated from Central High School in London, England in 1953. Hal enlisted in the US Air Force on December 10, 1953 in El Paso, Texas as a draftsman, illustrator and eventually NCOIC of graphic arts departments. His overseas tours included Okinawa for 18 months and Vietnam for a year.t Moody AFB, Valdosta, GA in September 1956. She was born December 10, 1937 in Valdosta, GA to Edward J. and Virginia Wyandt Carlo. She graduated from Naylor High School in 1955 and was employed at the Pineview General Hospital training to be a nurse when they met. Hal and Barbara were married on April 6, 1957 in Statenville, GA. While at Moody AFB, their daughters, Susan Deniece (April 1958) and Vanessa Lynn (April 1959) were born. In the spring of 1960, the family was transferred to Perrin AFB, TX and made their home in Denison, TX. Barbara continued in nursing training at the Denison Madonna Hospital until motherhood caught up with her, postponing her career plans. Their children William Edward (Sept. 1960), Rhonda Rene (Nov. 1961) and Steven Wade (Jan. 1965) were all born at the base hospital at Perrin AFB, Grayson County, TX. their family. On April 1, 1974, Hal retired from the Air Force at Randolph AFB, as a Senior Master Sergeant with twenty years and four months service.in the Schertz Area Facility for Emergency Services (S.A.F.E.S.), a volunteer ambulance service founded to provide emergency medical services to the area cities surrounding Randolph AFB. Barbara served as President of SAFES in 1975 and upon leaving active service in the organization in 1980, Barbara had amassed more ambulance runs than any other member.ager and Tax Assessor-Collector for the City of Schertz from April 1974 until April 1980. He then became the Business Manager for the Schertz-Cibolo-Universal City Independent School District from April 1980 until he retired in 1998. Hal was appointed to fill a vacancy on the Schertz City Council in 1983. He held that seat until he was elected Mayor in April of 1994 and in May 2006 will have served 12 years in that capacity.
